Need help--Getting the attention light when IPLing a 9402-4SG

I recently bought a 9402-4SG AS/400.   I'm trying to IPL the machine, but I'm 
getting the attention light every time.

The code the machine hangs on is 918BB986.   When I select 12-3 and press 
enter, the code I get is 00B20017.  I also get
00620017 if the key is turned.   I can't find these codes anywhere online.

I'm also not sure about the key, as the key positions aren't marked on the box. 
 There seem to be two positions one is horizontal and the other is vertical. 
(What position is what?)

Can anyone help?
