Type, without the quotes: "control system activity during", click "Go".

Get a lot of hits.

Type the same search string with single quotes. 'control system activity
during', click "Go".

Get no hits.

Type the search string in double quotes and click "Go".

A few hits.  You have found what you are looking for.

Why break the users back by not excepting single quotes the same as double
quotes ?

When the search string is typed without quotes, where there is an implicit
"and" between each word, why not weigh the search results by the proximity
of the words to each other ?

Google does.
