It's quite simple actually:

  If you have a Power4 or SStar CPU in your iSeries you can fractional LPAR
Linux. If you have iStar, Pulsar, or any older flavor. you can NOT
Fractional LPAR Linux.

  From what I know it's NOT marketing, it's processor capability.
