As I recall, records written to a physical file by an RPG program are
actually written in blocks.  So the records written are not available to
other programs until the block is filled with records.

When the system is busy, I imagine, but cannot be certain, the block size
becomes smaller because less memory and cache is available for the record
blocks.  That would explain why the records appear more quickly when the
system is busy.  That is, however, just a guess.

We avoided this problem here by writing records to logical files instead of
physical files.  Perhaps changing the MAPICS program (if possible) to use a
logical file would help.
