I agree with Rick...

The problem may be that there is a piece of mail "hung" in the mail folder.
It's happened to me several times, on 4.3, 4.4, and 4.5.
What you have to do is go in and delete the "offending" piece of mail.  My
problem seemed to be spam.  I argued that it was just text the first time,
then after a few more times, I believed.  I think it's a bug in the OS, but
what can you do...I don't have time to identify THE piece of mail that
caused the problem and send it to IBM EVERY time.

Clear out the email folders, do all the restart stuff you've already done,
and it should start working...IF everything is set up correctly.
