you will have to write a program to monitor the message queue and then
based on your needs resend a message to the user.

Can the QSYSOPR message queue be configured to send a particular message
to other users?  For example, if the QSYSOPR message queue receives MSG123
can it automatically send the same MSG123 to other message queues?
