V5R1 Problems Upgrade

I have been reading the archives and think I found one of my answers but the
other I can not find.

1. Mochasoft Emulation sessions drop off after a certain length of time from
home via VPN only.
    Solution from archives: Use CHGTELNA to make time-out much larger than
0. I had *CALC.

2.  I cannot get management central started and get PM/400 errors and ops
nav locks when anything related to MC wants access.

My error when I start MC via strtcpsvr *mgtc is:  Program qypsjsvr in lib
qsysdir not found.
How can this not be there? I look in lib qsysdir and it is no there.
I tried strobjcnv on this lib and still no effect.

Did I miss something to convert? Or do I need to install something else I
never had?
I came from 4.4 to 5.1 on a model 720.
I saw the posts on tcpip config but my problem is this program is not on my
system.
