As a starting point, start here

from InfoCenter. Your AUTCHK parameter, set to *OWNER, looks OK. Make a
group profile for each set of users, then make that the owner of the OUTQ.
And limit the number of  users with *SPLCTL special authority.

DSPDTA is fine - but know that others can still see the list of spooled
files but can do nothing with entries.

I recommend *NO for OPRCTL.
