The best one I have run across is the system used to drive the construction software package from TSC Solutions. It's all file driven, and can even be set up to control dependencies (like program C cannot be run until programs A and B are complete). I've told them several times that they have a tool they could market if they'd separate it from their application software. Contact me off-line for more info.
