Make a special user profile. When they sign on to the console it starts
restricted state, does the RCLSTG, saves the entire system, etc, IPL's and
starts a few jobs to run after the IPL.
We use this on a weekly basis on one machine.

I'm familiar with many of the workarounds to get RCLSTG running in
quasi-unattended mode?but it's hard to do when you're on a WAN and 600
miles
away from the console.
Hey IBM: how about adding an option to execute RCLSTG (at least the
*DBXREF
option) as part of the IPL process?
Just my $.02?
