The QSRVBAS user profile has been around for a long time. My understanding is that it is intended to be used by your service provider to do things that does not require *SERVICE special authority but may require *JOBCTL special authority. QSRVBAS is also given private authority to a fewer number of commands than the QSRV user profile. Like most user profiles shipped with the system, this one is currently shipped with PASSWORD (*NONE).
