from the current psp for v4r5 (preventative service plan)

LICENSED PROGRAM = 5769SS1
APAR NUMBER: SA95389
USERS AFFECTED: All OS/400 users with PTF SF66912
                applied.
              SF66912 is included in cumulative PTF
              package C2169450.
REASON DEFECTIVE: An open file cannot be closed using
              the Reclaim Resources (RCLRSC) command.
RECOMMENDATION: Apply the fixing PTF SF67272.
