yes, of course, when you make an "external" time
you have to do things like that, but internally, the system
has no idea what time zone it is in (doesn't matter at that
level). In fact, if you use the 8-byte time as a unique
timestamp, you get in trouble for one hour every year,
when you set the time back. Better not create any
timestamps during that hour.  :-)
