I believe you're correct.

Running jobs will obtain their library lists from the Job Description
when they start.  Subsequent changes to the Job Description will not
affect jobs already running.

Given the magnitude of the contemplated changes (over 5,000 JobD's), I
would imagine that the completed update program will be run on a quiet,
if not dedicated, system.
