Alliance FTP Manager can do that for you.  I am a happy customer.  Patrick
Townsend and Associates is the company.  www.patownsend.com  I will also
handle you FTP scripts and errors.  And no you cannot attach a trigger of
sorts to a library so you have to scan periodically.
