I'm not sure I see the issue with giving out a password which begins
with 'Q'.  Certainly if the second character is numeric and system value
QPWDLVL is '0' or '1', the 'Q' may be omitted, but the password is still
valid with the 'Q'.  It doesn't have to be omitted at signon.  So for a
randomly-generated password for one-time use, it really shouldn't be a
problem.
