As already mentioned you can fill your Client Access Express needs at
http://tn5250.sourceforge.net.  As for Operations Navigator the rumor has
it that it will be available using the Eclipse software (though not
currently available).  I don't even have a windows machine and we are able
to run our AS/400s just fine using only linux.

You could try getting Xandros ($99 linux distribution) which includes
Crossover.  That may allow you to run Client Access Express and Operations
Navigator right on your linux computer.  It will allow you to install and
run MS Office on linux (yes, that's right, on linux).  It might even let
you run Civilization III (at least I hope it does :) ).
