Java AWT and swing is independent of which desktop manager you use.

For the most part you can run GTK (C++ they use) or QT (C they use) (I might
have them reversed) library apps in either GNOME or KDE.

Kylix is a good development tool for writing GUI apps for Linux.  It uses
the QT libraries and Delphi.

As I recall, as long as the libraries are installed, you can run your apps
in either desktop.

It has gotten a lot better over the last several years.
