You just need to grant authority to the devices that he will be signing on to, not every device on the system. I can't find my copy of Al's system values handout. A client is being told by his parent company to change his QLMTSECOFR value to a 1. He then cannot sign on at his workstation. Does he then have to grant object authority to all the workstations in order to be able to sign on somewhere other than the console? I'd try that here, but I don't think this client would appreciate me messing around.
