David: I'm not sure I understand the issue. You want Telnet functionality to client sites that don't allow Telnet from the outside world? If they're willing to allow (basically the same as) Telnet through port 80, then why is Telnet closed on port 23? It seems to me that this would simply open a hole that the client wants closed.
