That's how it was designed to work.  You can control the window border
used by UIM from DDS using the WDWBORDER keyword but you cannot force
UIM to use specific border characters when a DDS window is already on
the display.  Read section "2.4.5.3  UIM Help Window Borders" of the
Application Display Programming manual.
