Over a T that is reasonable.

If it's LOCAL, anything > 10 ms is unacceptable (except on first ping when
TCP/IP is just starting and you're doing a 'ping my400 -t' to see when it
shows up)

There's nothing wrong with his network.  As he already pointed out, he's
using a shared T-1 connection, and 12ms is a reasonable ping time for that
connection.

A T-1 is only 1.54 megabit, not the 10 or 100 that you're probably used
to.
