created a small program to test this:

 Ftesttbl   if   e             disk    usropn rename(testtbl:rec)

 C                   OPEN(E)   testtbl
 C                   IF        %error
 C     'ERROR'       DSPLY
 C                   ENDIF
 C                   CLOSE(E)  testtbl
 C                   SETON                                        lr
 ****************** End of data **************************************

I created the file, compiled the program and ran it.
Then I deleted testtbl and ran it again and the %error was fired.

I guess it will work.
