Indiana (at least most of it) doesn't change times. Evidently PASE cannot
handle this simplicity. IBM's answer to a TSM issue is the following:
ADDENVVAR ENVVAR(PASE_TZ) VALUE('EST5EDT') LEVEL(*SYS)
and when the time changes change it to 'CST6CDT'.
I don't suppose there is some 'EST#EST' value, is there?
