You must be specifying both SPXXX *MODULE and SPXXX *SRVPGM on your
CRTSRVPGM command.  CRTSRVPGM doesn't know whether you want calls to
$XXX to go to the module or the service program.

You might not have those specified in the MODULE or BNDSRVPGM parameters
of CRTSRVPGM; you might have either the module or the service program
listed in some binding directory that you are specifying.
