I have a small client that isn't running WINS, uses his ISP's DNS 
addresses and PC at 98 or W2K and Fixed IP addresses (non-DHCP).

Note: this is the way I found it, not the way I would run it/ 

Now from a W2K system I can go to My Network Places and drill down to 
Entire Network/Microsoft... and see everyone except the NetServer.

Are you saying that none of your private server on your network have a 
local
DNS entry and you are not running DNS in-house?  That is ok if you are
running WINS and 9x or NT.  So what is your DNS setting on the 2$ box?
