I'm just throwing ideas at you, but how come on the first file you use
AsciiCodePage and the second one you use st_codepage? You said "The contents
of the second IFS file appear as garbage in my first file even though both
are ASCII files." Therefore shouldn't they have the same specifier here?

Okay - any thoughts on how to read it differently?  I'm using the following
statement to open it:
Eval      AttachDesc = open(%ADDR(FullName) 
            : O_RDONLY + O_CODEPAGE         
            : S_IRWXU + S_IRWXO             
            : st_codepage)                  

and then just using the read() API to read it.
