decifering PTF code

I'm trying to remember the decoding of the C number for the PTF cum CD

for cum PTF C0231450 dated 9/12/2000

C is C

0 is last digit of YYYY

231 is the days elapsed this year? (even though 9/12/2000 would yield 285
the cum is probably thru 7/19/2000)

450 is the release/mod?
