Have you seen the QIBM_QSY_VLD_PASSWRD exit point? It's on V5R1 - use WRKREGINF to work with it. Don't know if this will still work, there is a linkage with the system value, as the manual says:

"The QPWDVLDPGM system value must be set to the value *REGFAC."
