You could start with the "What's New?" bits on InfoCenter. There's a Programming section in each.

Then go to the individual languages, esp. RPG. The Programmer's Guide and the Reference will have What's New sections.

Also look at the Memo to Users for each release. Available from InfoCenter main page.
