I do believe the original question outlined certain characteristics they
wanted addressed by row level security. Such as ability to update certain
records, only read certain records, etc.
As far as how you store these rules, since you are writing the trigger,
the sky's the limit.

Yes, but what is the database structure that support the authority
information? How is it checked, what overrides what, etc.
