I'm not sure if that is tongue in cheek, but for the record it does not have to
be a flat file, and it can be done in RPG III or RPG IV.  In fact, it can't be
done as coded in RPG II because it does not have a DELET opcode -- you had to
use O-specs with DEL coded in column 16-18, making the RPG II equivalent:

      OfilenameDDEL 01NL1

and no calcs whatsoever...
