Chris,

I realize that you would rather not disable the interactive subsystem,
but seeing that that is the most commonly-used method of preventing
interactive users from logging in, what's the problem?

Many systems have separate subsystems for various categories of users and
bring them up and down when those users need availability.

Can you define your business objective in more detail?

Do you need to prevent all access from certain (or all) users, or just
interactive sessions?
