Nathan - looking at the system i'm on right now, and thinking it has not
been changed,
QBATCH max active is *nomax
 Subsystem description:   QBATCH         Status:   ACTI

 Subsystem description  . . . . . . . . :   QBATCH
   Library  . . . . . . . . . . . . . . :     QSYS
 Maximum jobs in subsystem  . . . . . . :   *NOMAX
 Sign-on display file . . . . . . . . . :   QDSIGNON

HOWEVER - there is a max active for each jobq within the subsystem, and
max active for the jobq qbatch is 1.

  10  QBATCH      QGPL             1
  20  QS36EVOKE   QGPL        *NOMAX
  50  QTXTSRCH    QGPL        *NOMAX
