Ok, upon re-reading your initial message I think I see what is
happening.  Let me take a guess and state that you are using *NOPWD or
*NOPWDCHK for password.  Try recreating Program X with another owner
that has *ALLOBJ and *SECADM authority (not QSECOFR).  You will also
want to use *NOPWDCHK rather than *NOPWD for the password.
