In SQL it is

LABEL ON COLUMN library/file (field TEXT IS 'text string')

To change column headings you omit the keyword 'TEXT'. The text string is limited to 60 characters and is divided into segments of 20 characters without regard to word breaks.

LABEL ON COLUMN library/file (field IS 'text string')

Logicals take on the column headings and text of the corresponding physical file, if not specified. I was not able to change the text with SQL over a logical that did not have its own. It has to be a view, table, or PF.
