1)  Just because they were overtaxed then doesn't mean that that is the
case now.

2)  The *LIBL issue might be more of an effort than the spool issue
(although it would be *really* helpful to have the *LIBL limit be
controlled at the job level. This is giving us some grief now.)

3)  If we don't ask for it then they won't know that we need it.
