To be overly technical - all are cycle programs,
RPG of all flavors do follow the cycle - 
it depends on how the program is coded that
determines how much of the cycle it uses.

"My guess" is you are wondering how to tell
if it uses more of the cycle than others,
that can be seen if the program has a 
primary file (I/P, U/P or C/P) in the F spec -
though the C/P may or may not use much of the
cycle being it is mostly for screen files.

You could find some "smarty pants" programmer
that has a file as full procedural, yet uses
the cycle completely (I have seen this done - 
why, I don't ask)
