How are you doing this? If you are setting PWDEXP to *NO then that won't work. 
That parameter means set the password to expired NOW. It does not mean never 
expire the password.  You can set a password to never expire by setting the 
PWDEXPITV parameter to *NOMAX. The difference between these keywords is 
explained quite clearly in the help text.
