To get rid of those folders, you have to:
right click on "Management Central" in the OpNav hierarchy; and
select "App Admin" from the context menu
that takes you to the screen where you can work with Management Central
App. Admin. functions. You'll find app. admin. functions there that can be
restricted & will result in those folders being unavailable.
