Restoring entire IFS

I am trying to move the IFS in its entirety from one iSeries to another. I
save with the command:

sav dev('/qsys.lib/tl.devd') obj(('/*') ('/qsys.lib' *omit) ('/qdls'
*omit)) savact(*yes)

I first try a restore like this:

rst dev('/qsys.lib/tl.devd') obj(('/*') ('/qsys.lib' *omit) ('/qdls'
*omit)) alwobjdif(*all)

and I get a 'file label or file name mismatch' error

if I do this:

sav dev('/qsys.lib/tl.devd') obj('/*')  savact(*yes)

it restores one file. The lone file in the /root FS.

What gives? Is this possible?
