No, I don't think that's fair. If Honda came out with a new car with an engine that does 500mph, they'd release a statement saying that they finally figured out how to go 500mph. Would you come along and say "Wow, all this time I never realized that my jetplane was a toy" The PC server and the iSeries are two totally different things. Do you expect them to say "Our PC servers will now be 64-bit! Our iSeries has been 64-bit for 8 years!" If so, then new announcements for RPG should read like this: "ILE RPG now has qualified data structures! You've been able to do that in C for 30 years!"
