Angela,
You may need to make sure that your PC user that
matches the iSeries user is the network domain user
not just the local Domain user. 
On my box I have a pmaster user for the local domain &
a pmaster user for the network domain.  In my case,
both users are assigned the same password.
My setup is as follows:
PC:
I have user pmaster/phonemaster which is local, &
pmaster/boepdc which is my network user.
user=pmaster,  pwd=thepasswrd
iSeries: 
user=pmaster, pwd=thepasswrd
I set up a test.bat on my pc c: drive
And from my iSeries I enter:
pgm
runrmtcmd ('c:\test.bat') rmtlocname('xxx.xxx.xxx.xxx'
*IP) rmtuser(pmaster) rmtpwd(thepasswrd)
endpgm
If this doesn't work, you may have a network setup
problem, which someone else (with better networking
skills than I) may be able to help you with.
