Another possible option if COGNOS supports it is to use the IBM toolbox
for java JDBC connector, it doesn't require a license like the Client
Access ODBC driver does. Here is the link to it if interested.

Hi Bryan

We have a few Cognos Impromptu users and the Client Access install had
all 
the required features. It was already installed, but didn't have the
ODBC 
stuff. Updating the install with the additional packages did the
trick.
