If I were going to convert to external files I believe I would do that
before I did the cvtrpgsrc to rpgiv. Program described files are not pretty
in rpgiv, imho.

Actually then you use the cvtrpgsrc to convert it to RPG IV. Or a third
party tool of your choice. Really cleans up that old S36 code to a more
readable format.
