By default I do believe that QIBM is shared.  STRTCPSVR *NETSVR should then
give you the share to install from.  Now you do have some green screen
access don't you?  You should at least have your system console running.
You then browse or run to your IP address since your AS400 is probably not
in your domain or WINS.

How about something like:

Start a shell prompt
md c:\some\dir
cd c:\some\dir
ftp your.as400.com
cd /QIBM/ProdData/CA400/Express/Install/Image
binary
mget *

Then run the setup.exe
