the IFS?

Scott,
Please be aware that only the OS/400 licensed programs (the operating
system) is transferable to another user when you buy a used AS/400. If you
don't have a system with the other licensed programs that you can transfer
to this 170, you aren't in compliance with IBM's licensing for CAE and the
WebSphere development tools...

Having said that, I think you can do this:

1) Configure Netserver on the AS/400:
    See: http://www-1.ibm.com/servers/eserver/iseries/netserver/
    and:
http://www-1.ibm.com/servers/eserver/iseries/netserver/ca_wo_ca/cawoca.htm

Also see Appendix A in this PDF:
    http://www-900.ibm.com/cn/support/library/as400/download/sg245196.pdf

2) Once you have Netserver configured, under Windows Explorer, map a network
drive to: \\yoursystemname\QIBM, then navigate to the folder
\ProData\CA400\Express\Install\Image and run the SETUP.EXE program from this
folder to install CAE on your computer.
