There's probably no performance hit in most cases, unless allocated memory
from all jobs exceeds the box's capacity.  Explicitly deallocating unused
resources is more a matter of good programming style.  Your service program
could provide init() and cleanup() procedures to open and close files
explicitly.

long as they are being read or updated using other procedures in the service
program.
