I'd never heard of these commands before, so I tried to run them and i'm
told i'm not authorized.

what do these commands do that would not allow authority to group qpgmr?

You might also consider ANZDBF and ANZDBFKY - check out their help text.
They use somethign like DSPDBR and DSBFD to generate some useful reports.
