Tim, I don't know for sure, but maybe Linoma Software's Surveyor. Or maybe even WebSphere Development Studio Client version 5, if you can figure out it's database perspective.

Or even MS Access - have live links to the Sybase tables and other live links to the AS/400 tables - or maybe it'll create them for you, don't know. Then copy away.
